Kanako "A strange woman?"

 

Reimu "She claimed to be one of the animals from the Animal Realm...

But she had concluded that the only way to stop the oil eruptions was to work alongside Toutetsu.

 

In other words, Toutetsu would manage the underground petroleum to prevent it from gushing up again.

 

Any oil that leaked up in the future would either be incinerated in the furnace or dealt with by Kanako.
